Abstract English

Public policymaking is a dynamic process and is the product of the interaction of many governmental and non-governmental actors, and the civil society is a key player in it. In this study, the relationship between the state (government and parliament) and civil society organizations in Kuwait in developing policies to protect women from violence was analyzed using the AALEP (2019) analytical theoretical framework. A descriptive critical method was used to define the study’s concepts of civil society and its roles in the policy-making and decision-making process, plus analytical methods to track the stages of civil society’s involvement in the issues of violence against women. The study concluded by confirming the contributions of Kuwaiti civil society, yet it showed that the results fell short of ambition , and that in order to deepen the impact in bringing the desired changes, the State should work to create a supportive environment to enable cooperation between civil society and public authorities.

الملخص العربي

صنع السياسات العامة عملية ذات طابع ديناميکي وهي نتاج تفاعل أطراف عديدة حکومية وغير حکومية، ويعتبر المجتمع المدني ذا دور أساسي فيها. وفي هذه الدراسة تم تحليل طبيعة العلاقة بين الدولة (حکومة ومجلس أمة) وبين منظمات المجتمع المدني في دولة الکويت في قضية استحداث سياسات لحماية المرأة من العنف الأسري، باستخدام إطار نظري تحليلي مقترح من قبل رابطة دعاة السياسات العامة المعتمدين لدى الاتحاد الأوروبي (AALEP, 2019). تم استخدام المنهج المکتبي الوصفي للإجابة على تساؤلات الدراسة فيما يتعلق بتوضيح مفهوم المجتمع المدني وأدواره في عملية صنع السياسات واتخاذ القرارات، کما تم الاستعانة بالمنهج التاريخي التحليلي لتتبع دور المجتمع المدني ومؤسساته في صياغة السياسات اللازمة للتعاطي مع قضايا العنف ضد المرأة. وخلصت الدراسة إلى تأکيد مساهمات المجتمع المدني الکويتي، إلا أن نتائجها لاتزال دون الطموح، وأن السبيل لتعزيز تلک المساهمات وتعميق أثرها في إحداث التغييرات المرجوة، قيام الدولة، ممثلة بشقيها الحکومي والتشريعي، بخلق بيئة ممکّنة وداعمة، تساهم في تطوير الشراکة بين منظمات المجتمع المدني والسلطات العامة.
