Abstract English
Harmonization between education output and the labor market is one of the challenges facing countries in the twenty-first century. All data indicate a weak correlation between education outcomes, the needs of the local and global labor market, and the requirements of human and economic development in the Arab world and developing countries. This phenomenon has become a complex vehicle; one is related to university education curricula and training, both in terms of content and methods. They are rigid or slowly changing approaches, surpassing the speed of change in development needs and labor markets, and remain as a result of comparison with international skill levels, a necessary comparison in the world of competition and market openness. This study focuses on monitoring the phenomenon of graduates in quantity and quantity in an attempt to develop scenarios for proposed solutions to this problem through an analysis of the reality related to educational institutions and the labor market and measuring the outputs of education and skills needed for the labor market. Educational institutions, the labor market and the graduate, and provide realistic solutions in this regard.
الملخص العربي
تعدُّ المواءمة بين مخرجات التعليم وسوق العمل من التحديات التي تواجه الدول في القرن الحادي والعشرين؛ حيث تشير كلُّ المعطيات إلى ضعف المواءمة بين نواتج التعليم وحاجة سوق العمل المحلي والعالمي ومتطلبات التنمية البشرية والاقتصادية في الوطن العربي والدول النامية. لقد أصبحت هذه الظاهرة مركبة كثيرة التعقيد؛ فجانب منها يتعلق بمناهج التعليم الجامعي والتدريب سواء من ناحية المحتوى أو الطرائق. فهى مناهج جامدة أو تتغير ببطء تفوقها سرعة تغير احتياجات التنمية وأسواق العمل، وبقيت نتيجة لذلك بعيدة عن المقارنة مع المستويات المهارية الدولية، وهي مقارنة أضحت ضرورية في عالم المنافسة وانفتاح الأسواق. وتركز هذه الدراسة على رصد ظاهرة الخريجين كمًّا ونوعًا في محاولة لوضع سيناريوهات لحلول مقترحة لهذه المشكلة، وذلك من خلال عملية تحليل للواقع المرتبط بالمؤسسات التعليمية وسوق العمل وقياس لمخرجات التعليم والمهارات اللازمة لسوق العمل، آملين أن تسهم هذه الدراسة في عملية توجيه علمي لكل من صانع القرار والمؤسسات التعليمية وسوق العمل والخريج، وتقديم حلول واقعية في هذا المضمار.
