Abstract English

The current study targeted efforts to shift towards a communitypartnership between the police and community members represented in the community police in Egypt، especially after the June 30 revolution، in which the security services solidarity with the community members ، hence the study came to identify the goals of the community police and the most prominent factors leading to their application and clarification of jobs Social police of the community، and identify the principles and foundations on which they are based، and the obstacles that face the social police when applied in Egyptian society، and develop a vision for proposals to overcome the obstacles to their application. The field study using the social survey method a random sample was applied to a sample of community members who hesitated on the various departments of the police apparatus، and they numbered (237) singles، and on a sample of Assiut Security Directorate officers whose number reached (93) officers. The study concluded with a set of results، the most important of which is that one of the objectives of the community police is to devote the theory of security to everyone’s responsibility، to break the psychological barrier of community members and the fear of the police man ، and to increase the community’s satisfaction with the police، and that one of the most important factors that lead to the implementation of community police is the need for new thinking to confront new patterns of crime، change the social fabric، and increase social unrest، as for the most important functions of community policing are to increase mutual trust between members of society and the security services، and to meet the social and security needs of citizens، as results have shown a of the most important obstacles to the police and community members on the community is poor communication between the security and the public system، and the lack of security awareness and the reluctance of many members of the community to cooperate with the police، and the ambiguity of the idea of ​​community policing in their minds. As for the obstacles related to the police، they were the prevailing bureaucracy of some police officers، their refusal to respond to change and the low morale of the police and the need for the police services to change the concepts of their leaders and develop their work systems، and to issue regulations and regulations that define the legal basis for the relationship between the police and individuals involved in the Community police function.

الملخص العربي

استهدفت الدراسة الراهنة مساعى التحول نحو الشراکة المجتمعية بين أجهزة الشرطة وأفراد المجتمع والمتمثلة فى الشرطة المجتمعية فى مصر خاصة بعد ثورة 30 يونيو والتى تضامن فيها أجهزة الأمن مع أفراد المجتمع، فمن هنا جاءت الدراسة للتعرف على أهداف الشرطة المجتمعية وأبرز العوامل المؤدية إلى تطبيقها، وتوضيح الوظائف الاجتماعية للشرطة المجتمعية، والتعرف على المبادئ والأسس التى تقوم عليها، والمعوقات التى تواجه الشرطة المجتمعية عند تطبيقها فى المجتمع المصري، ووضع تصور لمقترحات التغلب على معوقات تطبيقها. وطبقت الدراسة الميدانية باستخدام طريقة المسح الاجتماعى بأسلوب العينة العشوائية على عينة من أفراد المجتمع المترددين على مختلف إدارات الجهاز الشرطى وقد بلغ عددهم (237) مفردة، وعلى عينة من ضباط مديرية أمن أسيوط وقد بلغ عددهم (93) ضابطا. وقد خلصت الدراسة إلى مجموعة من النتائج أهمها أنه من أهداف الشرطة المجتمعية هى تکريس نظرية الأمن مسئولية الجميع، وکسر الحاجز النفسى لدى أفراد المجتمع والخوف من رجل الشرطة، وزيادة رضا المجتمع المحلى عن الشرطة، وأن من أهم العوامل التى تؤدى إلى تطبيق الشرطة المجتمعية، هى الحاجة إلى فکر جديد لمواجهة أنماط مستحدثة من الجرائم، وتغير النسيج الاجتماعي، وزيادة الاضطرابات الاجتماعية. أما عن أن أهم وظائف الشرطة المجتمعية هى زيادة الثقة المتبادلة بين أفراد المجتمع والأجهزة الأمنية، وتلبية الحاجات الاجتماعية والأمنية للمواطنين. أظهرت النتائج أن من أهم معوقات الشرطة المجتمعية المتعلقة بأفراد المجتمع هى ضعف التواصل بين منظومة الأمن والجمهور، ونقص الوعى الأمنى وإحجام کثير من أفراد المجتمع عن التعاون مع جهاز الشرطة، وغموض فکرة الشرطة المجتمعية فى أذهانهم. أما المعوقات المتعلقة بجهاز الشرطة فتمثلت فى البيروقراطية السائدة لدى بعض رجال الشرطة، ورفضهم الاستجابة للتغيير وانخفاض الروح المعنوية لدى رجال الشرطة، وعدم وضوح آليات التطبيق وضعف التخطيط والتدريب. أما مقترحات التغلب على معوقات الشرطة المجتمعية فتمثلت فى التهيئة الفنية والتدريبية للمشارکين فى الشرطة المجتمعية حيال أدوارهم، وضرورة اهتمام أجهزة الشرطة بتغيير مفاهيم قياداتها وتطوير نظم عملهم، وإصدار النظم واللوائح التى تحدد الأسس النظامية للعلاقة بين الشرطة، والأفراد المشارکين فى وظيفة الشرطة المجتمعية.
