الحق في الصحة بين المواثيق الدولية والممارسات المجتمعية دراسة ميدانية لآراء عينة من المواطنين في محافظة الجيزة

Abstract English
This study aims to identify the opinions of some citizens on the extent to which they have access to the bases of the right of health, as defined by international conventions and the egyptian constitution. A number of questions have been raised concerning some of these bases, as availability of health service, and the extent to which citizens have access to information on health issues,and the quality of the health service provide to them,as well as, their enjoyment of two basic health pillars such as housing and proffestional conditions. In adddition to their point of view regarding the duties they should perform towards the care of their health. This study was based on the social survey methode ,using the sample .a comparison method was used between the rule and urban areas of Giza governorate . The study was also based on the questionaire , a sample (330) was selected, and based on quantitative data analysis" SPSS" programme . The finding – generally- found that there was a gap between what was reported on the right of health in international conventions and societal practices . Despite of the availability of health facilities in urban and rural areas ,there are several problems related to the availability of necessary tools for treatment ,depends on the class status of citizensas, skilled medical cardes, and modern medical equipement enjoyed by private hospital, and suffer from lack of government hospitals.

تهدف هذه الدراسة إلى التعرف على آراء بعض المواطنين حول مدى حصولهم على أسس الحق في الصحة وفقًا، لما حددته المواثيق الدولية، والدستور المصري. وقد طُرحت عدة تساؤلات متعلقة ببعض تلک الأسس، کمدى توافر الخدمة الصحية، ومدى إمکانية وصول المواطنون إلى المعلومات المتعلقة بالقضايا الصحية، ومدى جودة الخدمة الصحية المقدمة لهم، فضلاً عن مدى تمتعهم بمقومين أساسيين للصحة؛ کالمسکن، والظروف المهنية الملاءمان صحيًا. بالإضافة إلى وجهة نظرهم، فيما يتصل بالواجبات التي ينبغي أن يقوموا بها تجاه رعاية صحتهم. وقد استندت هذه الدراسة إلى منهج المسح الاجتماعي باستخدام العينة، کما تم استخدام طريقة المقارنة بين ريف وحضر محافظة الجيزة.کما اعتمدت هذه الدراسة على استمارة الاستبيان، وتم اختيار عينة متنوعة قوامها (330 مفردة)، واستندت إلى أسلوب التحليل الکمي للبيانات، برنامج SPSS" ". وتوصلت النتائج – بشکل عام – إلى أن هناک فجوة بين ما ورد حول الحق في الصحة في المواثيق الدولية، وبين الممارسات المجتمعية. فعلى الرغم من توافر المرافق الصحية، سواء في الريف أو الحضر، إلا إنه هناک عدة مشکلات متعلقة بمؤشر توافر الأدوات اللازمة للعلاج، المرهونة بالوضع الطبقي للمواطنين (من أفراد العينة)، کالکوادر الطبية الماهرة، والأجهزة الطبية الحديثة التي تحظى بها المستشفيات الخاصة، وتعاني من نقصها المستشفيات الحکومية.
