Abstract English

The main task of this research is to examine the role of the Fifth Jordanian Parliament (1956-1961) and the partisan government of Suleiman Al-Nabulsi (1956-1957) in the abolition of the Jordanian-British treaty signed in 1948. Through the identification of the local, regional and international political environment that contributed to the conditions for the cancellation of the treaty, the efforts and steps taken by the Government to achieve this parliamentary and national demand, the study of the positions of the parliamentary party blocs, the positions of independent deputies, the council's contribution to supporting the decision to cancel the treaty, in addition to the Government support for the completion of this popular demand, which appeared strongly in the election campaign in 1956, and monitoring and analyzing the views and parliamentary positions of the treaty that appeared in the Initiative of the Council to recommend to the Government to cancel the treaty at the beginning of the parliament session, and in the debates of the House of Representatives. For the ministerial statement of the government, specifically with regard to the treaty, and then in the discussions of the Council and its approval of the bill to cancel the treaty on March 13, 1957, and finally analyze the reasons for the early departure of the government less than a month after the signing of the agreement of cancellation and the ratification of the Fifth House of Representatives as a law. The researcher relied on the minutes of the fifth Sessions of the Jordanian Parliament, which is preserved in the archives of the Jordanian Parliament, published in the annexes of the Official Gazette, as well as a large number of studies on the experience of the government of Suleiman Al-Nabulsi, a number of Jordanian newspapers, and references in both Arabic and English dealing with the affairs of this stage.

الملخص العربي

ملخص تتلخص المهمة الأساسية لهذا البحث في دراسة دور مجلس النواب الأردني الخامس (1956-1961م) وحکومة سليمان النابلسي البرلمانية الحزبية (1956-1957م) في إلغاء المعاهدة الأردنية – البريطانية الموقّعة عام 1948م، وذلک عبر التعرف على البيئة السياسية المحلية والإقليمية والدولية التي ساهمت في تهيئة الظروف لإلغاء المعاهدة، والجهود والخطوات التي اتبعتها الحکومة لتحقيق هذا المطلب النيابي والوطني، ودراسة مواقف الکتل البرلمانية الحزبية، ومواقف النواب المستقلين، ومساهمة المجلس في دعم قرار إلغاء المعاهدة، ودعم الحکومة ومساندتها لإنجاز هذا المطلب الشعبي الذي ظهر في بقوة في الحملة الانتخابية عام 1956م، ورصد وتحليل الآراء والمواقف النيابية من المعاهدة التي ظهرت في مبادرة المجلس للتوصية للحکومة بإلغاء المعاهدة في مستهل عمل المجلس، وفي مناقشات النواب للبيان الوزاري للحکومة، وتحديداً ما يخص المعاهدة، ثم في مناقشات المجلس وإقراره لمشروع قانون إلغاء المعاهدة بتاريخ 13 آذار 1957م، وأخيراً تحليل أسباب الرحيل المبکر للحکومة بعد أقل من شهر من توقيع إتفاقية الإلغاء ومصادقة مجلس النواب الخامس عليها کقانون. واعتمد الباحث في إعداد هذا البحث على محاضر جلسات مجلس النواب الأردني الخامس، المحفوظة في أرشيف مجلس النواب الأردني، والمنشورة في ملاحق الجريدة الرسمية، إلى جانب عدد کبير من الدراسات حول تجربة حکومة سليمان النابلسي، وعدد من الصحف الأردنية، والمراجع باللغتين العربية والإنجليزية التي تعالج شؤون هذه المرحلة. کلمات مفتاحية: العلاقات الأردنية- البريطانية، الملک الحسين بن طلال، سليمان النابلسي، مجلس النواب الخامس، الأردن برلمان وحکومات.
