Abstract English

This study seeks to describe and analyze the programs, plans and projects prepared by the most prominent Egyptian information institutions for the future and to identify the extent to which they comply with the conditions to be met. The study used the descriptive analytical approach and the content analysis approach, with reliance on several tools and means, including interviews with officials in charge of institutions, analysis of the content of written "programs, plans and projects", as well as an examination of the literature on the subject. Among the most prominent results of the study is that the Department of Libraries, Archives and Information at Cairo University has presented several new study programs, including courses on future trends and also presented a new research plan, and there is no future strategic plan for the Egyptian Association for Libraries, Information and Archives. Also it has been found that the strategic plans of the libraries are very limited, yet they are general and unsystematic in preparation, as well as inaccurate implementation and review from time to time. Despite the availability of a few future projects, they did not succeed because they did not depend on support from important organizations. There is a need to pay attention to the information institutions to develop future strategic plans based on methodological foundations and to ensure that they are implemented efficiently while reviewing them from time to time if necessary.

الملخص العربي

تسعى الدراسة إلى الوصف والتحليل للبرامج والخطط والمشروعات التى أعدتها أبرز مؤسسات المعلومات المصرية من أجل المستقبل والتعرف على مدى مطابقتها للشروط الواجب توافرها بغرض تقديم بعض المقترحات اللازمة للتطوير. وقد تم اختيار بعض المؤسسات لهذا الغرض منها: قسم المکتبات والوثائق والمعلومات بجامعة القاهرة، مرکز بحوث نظم وخدمات المعلومات، الجمعية المصرية للمکتبات والمعلومات والأرشيف، دار الکتب المصرية، المکتبة المرکزية لجامعة مصر للعلوم والتکنولوجيا، منظومة مکتبات مصر العامة، البوابة العربية للمکتبات والمعلومات. و استخدم المنهج الوصفى التحليلى ومنهج تحليل المحتوى مع الاعتماد على عدة أدوات ووسائل لجمع البيانات والمعلومات اللازمة منها، المقابلات مع المسؤولين عن المؤسسات، تحليل محتوى "البرامج والخطط والمشروعات" المکتوبة، فضلا عن فحص الإنتاج الفکرى عن الموضوع . ومن أبرز نتائج الدراسة أن قسم المکتبات والوثائق والمعلومات بجامعة القاهرة قد قدم عدة برامج دراسية جديدة ومنها مقررات عن الاتجاهات المستقبلية للوثائق والمکتبات والمعلومات، کما قدم خطة بحثية جديدة ضمن الخطة البحثية لکلية الآداب التى ينتمى إليها، ولا توجد خطة استراتيجية مستقبلية للجمعية المصرية للمکتبات والمعلومات والأرشيف رغم أنها أقدم الجمعيات العربية فى المکتبات والمعلومات. وقد تبين أن الخطط الاستراتيجية للمکتبات محدودة للغاية وهى مع هذا تتسم بالعمومية وعدم المنهجية فى الإعداد، فضلا عن عدم دقة التنفيذ والمراجعة لها من حين لآخر. ورغم توفر مشروعات مستقبلية قليلة إلا أنها لم تنجح بسبب عدم اعتمادها على دعم معنوى ومادى من قبل هيئات لها وزنها. ويتطلب الأمر ضرورة الاهتمام بأن تضع مؤسسات المعلومات خططا استراتيجية مستقبلية مبنية على أسس منهجية وأن تحرص على تنفيذها بکفاءة مع مراجعتها من حين لآخر إذا احتاج الأمر.
