Abstract English

This article tackles the history of the university education in Qatar during the era of Sheikh Khalifa bin Hamad Al-Thani (1972-1995) which witnessed a huge interest in higher education at Qatar specially with awarness of the need to prepare a national staff and employees for modernize the institutional infrastructure of the higher education in Qatar. The article also focusses on understanding the tools upon which the country has utilized to achieve this advanced step. The article also shed the light on the scientific philosophy of forming the university education in Qatar to best serve the oil country and its role in its big Arab world. The article concluded a few results which clarifies the role of the modern university institutions which serves the Qatari community and how it responds to the idea of the informed communication with this new institution, The article also clarify the role of the arab and foreign cadres which has been used in the teaching process and forming a new generation that will support the university education, From the fundamental results of the research is the Qatari prospective regarding the importance of the higher education to achieve the development and modernization to Qatar.

الملخص العربي

يتناول هذا المقال تاريخ التعليم الجامعي في قطر خلال فترة حکم الشيخ خليفه بن حمد ال ثاني (1972-1995) التي شهدت اهتماما کبيرا بالنهوض بالتعليم العالي في قطر وخاصه مع ادراک الدولة لحاجتها الى اعداد کوادر وطنية تعتمد عليها في اعادة تحديث الدوله القطريه واحداث نقله نوعيه في البنية المؤساسية لتعليم العالي في قطر ويرکز المقال على فهم الادوات التي سعد الدوله الى تفعيلها من اجل تحقيق هذه الخطوه التحديثية ويحاول المقال فهم الفلسفة العلميه التي استندت اليها دولة قطر في صياغة التعليم الجامعي لديها اما يخدم توجهات هذه الدولة النفطيه وموقعها في عالمها العربي الکبير وانتهى المقال الى مجموعه من النتائج التي تبين دور المؤسسية الجامعية الحديثه في خدمة المجتمع القطري وکيف استجاب المجتمع القطري لفکرة التواصل المعرفي مع هذه المؤسسة الجديده کما يبين المقال دور الکوادر العربيه والاجنبية التي تمت الاستعانة بها في التدريس وتنشات جيل جديد ينهض بمهمة التعليم الجامعي ومن بين النتائج الاساسية للبحث اظهار مدى ايمان السلطه القطرية باهمية التعليم العالي في تحقيق التنميه والتحديث بقطر
