Abstract English

Abstract:The problem of the study was to identify the features of Resilience in the leather city of Rubiki as one of the industrial clusters on three levels: the socital, institutional, and individual level. with SWOT analysis, and qualitative tools such as observation, free interview, life history and photography..The objectives of the study:1- Identifying the physical and ecological features of Rubiki..2- Studying industrial clusters in Rubiky .3- Revealing the features of organizational Resilience at its various levels (individual, institutional, societal).4- Detecting the extent to which the Rubiki is near or get away to the of Resilient cities’ characteristics.5- Monitoring the challenges facing Rubiki to reach the global level.Theoretically, The study depend on social system theory, and the industrial clusters approaches , as: Porter's flexible specialization, and knowledge and innovation.The Results:1- The organizational Resilience at its three levels (individual, institutional, and community) contributes positively to reaching the characteristics of flexible cities, such as the presence of an equipped and safe infrastructure and the availability of green spaces, providing logistic and security , health and social services, with the future plans for continuous development and modernization and overcoming challenges.2- There are many benefits achieved, in Rubiki as: increasing opportunities for growth and innovation, increasing opportunities for horizontal expansion, and collective learning and cooperation.3- The industrial clusters face many challenges as the lack of qualification for small manufacturers, the lack of technical and material support, and the crises of the global market.

الملخص العربي

المستخلص:تمثلت مشکلة الدراسة فى التعرف على ملامح المرونة فى مدينة الجلود بالروبيکى کإحدى العناقيد الصناعية المتخصصة وذلک على ثلاثة مستويات وهى: المستوى الفردى، المستوى المؤسسي، والمستوى المجتمعى. من خلال الاستعانة بمنهج التحليل البيئى الرباعى، وعدد من الأدوات الکيفية کالملاحظة، ودليل العمل الميدانى والمقابلة الحرة للمسؤولين، وتاريخ الحياة لأصحاب المدابغ، والتصوير الفوتوغرافى.. وتمثلت أهداف الدراسة فى:1- التعرف على الملامح الفيزيقية والايکولوجية لمدينة الروبيکى ، وأهدافها الاستراتيجية.2- دراسة العناقيد الصناعية بالروبيکى کشکل من أشکال المجتمعات الصناعية المتکاملة .3- الکشف عن ملامح المرونة التنظيمية بمستوياتها المختلفة ( المجتمعى، المؤسسى، الفردى).4- الکشف عن مدى اقتراب مدينة الروبيکى المصرية من خصائص المدن المرنة، 5- رصد التحديات التى تواجه مدينة الروبيکى للوصول إلى العالمية.کما انطلقت الدراسة نظريًا من نظرية النسق الاجتماعى عند بارسونز، وبعض مداخل دراسة العناقيد الصناعية کمدخل التخصص المرن عند بورتر، ومدخل المعرفة والابتکار.وعن نتائج الدراسة:1- أن المرونة التنظيمية بمستوياتها الثلاثة (الفردى، المؤسسي، المجتمعى) تسهم بشکل ايجابى فى الوصول إلى خصائص المدن المرنة، کما جاء فى المؤشر العالمى للمدن المرنة، کوجود بنية تحتية مجهزة وآمنة وتوافر مساحات خضراء، مع الاستخدام العادل للأراضى، توفر خدمات لوجستية وأمنية، وصحية واجتماعية، مع توفر خطط مستقبلية للتطوير والتحديث المستمر والتغلب على التحديات.2- هناک العديد من الفوائد المتحققة، فى مدينة الروبيکى: زيادة حجم الاستثمارت المحلية والأجنبية، زيادة فرص النمو والابتکار، وزيادة فرص التوسع الأفقى، وفرص التعلم الجماعى والتعاون.3- تواجه العناقيد الصناعية بمدينة الروبيکى الکثير من التحديات والتى تُحد من قدرتها التنافسية کنقص التأهيل الکاف لأصحاب المدابغ وخاصة صغار الصناع، ونقص الدعم الفنى والمادى وأزمات السوق العالمى.
