Abstract English

The Research aims at studying the stages of the Recruitment System Development during the Ottoman Tanzimat Age (1255-1337 H/ 1839-1918 AD). Therefore, this Research aims to learn about the beginnings of Compulsory Recruitment. What is the mechanism followed by the State to conscript soldiers into the army? What was the attitude of the Syria Vilayet (Province) population from this system? How did the State, within this system, deal with the Muslim and non- Muslims nationals? How was the principle of equality established by Tanzimat reflected in the recruitment of non-Muslims?The significance of this Research is due to highlighting the circumstances that forced the State to approve the compulsory recruitment and the extent to which it was reflected in the Syria Vilayet population concerning the economic and social aspects. In addressing its data, the Research followed the historical approach that is based on narration, analysis, deduction, and linking facts by exploring the information from their basic sources such as the Ottoman Annual Books and documents of the Ottoman Archive affiliated with the Council of Ministers in Istanbul.

الملخص العربي

يسعى البحث لتتبُّع مراحل تطوُّر نظام التجنيد في زمن التنظيمات العثمانية (1255-1337هـ/ 1839-1918م)، بما في ذلك تعرُّف ماهية الأوضاع التي شهدها بدء العمل بنظام التجنيد الإجباري، والآليَّة التي اتبعتها الدولة العثمانية في تجنيد الباحث في التاريخ الحديث والمعاصر، وموقف سُكّان ولاية سورية من هذا النظام، وكيف تعاملت الدولة مع الرعايا المسلمين وغير المسلمين فيما يختصُّ بهذا النظام، وكيف أثَّر مبدأ المساواة الذي جاءت به التنظيمات في تجنيد غير المسلمين. تتمثَّل أهمية هذا البحث في استعراض الظروف والأحوال التي دفعت الدولة العثمانية إلى اعتماد نظام التجنيد الإجباري، ودرجة تأثيره في سُكّان ولاية سورية اقتصاديًّا واجتماعيًّا. وقد اعتمد البحث في ذلك على المنهج التاريخي الذي يقوم على السرد، والتحليل، والاستنتاج، وربط الوقائع والأحداث بعضها ببعض، فضلًا عن استقراء المعلومات من مصادرها الأساسية، مثل: السالنامات العثمانية، ووثائق الأرشيف العثماني التابع لرئاسة الوزراء في اسطنبول. ولقد خلصت الدراسة إلى أن نظام التجنيد الإجباري أثر تأثيرا كبيرا على الحياة الاجتماعية والاقتصادية للسكان، بأخذه العناصر الشابة إلى مختلف الوحدات العسكرية وميادين القتال، كما كان عاملا مهما في ازدياد حدّة النفور بين الرعايا العرب والدولة العثمانية في أواخر عهدها.
